Can I use a domain in two Microsoft 365 tenants?

No. A domain can be verified in only one tenant at a time; moving it requires removing it from the first tenant, which detaches every user and address using it. Tenant-to-tenant migrations plan around this constraint.

Should I move my DNS to Microsoft?

Not required and usually not worth it. Keep DNS with your registrar or a DNS provider and add the records Microsoft lists; the admin center's domain page checks them and tells you what is missing.
